In a historic breakthrough for municipal administration, Raymond Mhlaba Municipality has unveiled a revolutionary legal framework for event planning: simply pretending national legislation does not exist. The groundbreaking doctrine, successfully deployed this week for the Music in the Snow festival on Farm 178, proves that raw, unserviced agricultural grazing land can be instantly transformed into a gazetted “Public Amenity” using nothing more than municipal letterhead and sheer force of will.

When confronted with minor details such as missing Spatial Planning and Land Use Management Act departures, active Section 62 appeals, and a complete absence of valid fire clearances, municipal leadership remained untroubled. Municipal Manager Ms U. Malinzi clarified in writing that local by-laws quietly override national statutes, while confirming that safety, security, and basic site verification are strictly somebody else’s problem—specifically the South African Police Service.
